If you locate the prog. in your start menu and right click, there should be an option to pin to the task bar. You can then delete the desktop icon. (I'm running windows 7)

With Vista Home you can drag and drop shortcuts (icons with arrows bottom left) from the desktop onto the Quick Launch bar. This has the effect of copying rather than moving the icon but you can always delete the original from the desktop if you don't want it there.

What you are trying to do simply isn't possible in Vista. The taskbar is for your active tasks, so you can switch easily between them. But you can put your shortcuts on the Quick Launch toolbar, as Philip has explained, but you must have activated the Quick Launch toolbar first. If you don't have it at present just right click the taskbar and click Toolbars, and select the toolbars you want.
